Coalition Politics: The Political Dynamics of Ideologically Divergent Coalitions: A Comparative Study of State Governments in Contemporary India

Abstract

Coalition politics has emerged as a defining characteristic of India's democratic landscape, particularly at the state level, where fragmented electoral mandates and regional political aspirations have encouraged the formation of governments comprising ideologically divergent parties. This study examines the political dynamics, governance patterns, and policy implications of such coalitions in selected contemporary Indian states. It investigates how parties with contrasting ideological positions negotiate power-sharing arrangements, develop common minimum programmes, and maintain governmental stability despite fundamental policy differences. Adopting a comparative research design, the study analyses coalition governments across states with diverse political contexts, including alliances between national and regional parties and coalitions formed through post-election political realignments. Data are drawn from government reports, election statistics, legislative records, policy documents, media sources, and scholarly literature. The findings indicate that while ideological divergence often generates tensions in decision-making, leadership disputes, and policy implementation, coalition governments have also demonstrated considerable adaptability through institutional negotiation, consensus-building, and pragmatic governance. Regional interests, political survival, and electoral calculations frequently outweigh ideological commitments, enabling coalition partners to sustain governments over varying periods. Furthermore, the study highlights the growing influence of regional parties in shaping state governance and redefining federal political relationships. It concludes that ideologically diverse coalitions have become an integral feature of India's multiparty democracy, reflecting both the complexity and inclusiveness of democratic representation. Although such coalitions face persistent challenges related to stability and policy coherence, they also contribute to broader political participation, inter-party cooperation, and the accommodation of diverse social and regional interests within the constitutional framework of Indian federalism.
